The white APV eCoolRoof roof coating system does just this.  It includes a Kynar Aquatec topcoat and an elastomeric acrylic basecoat. The makers say the system extends the life of a roof, lowers indoor temperatures, and results in up to a 63% reduction in energy usage. The product also has low VOC content and resists UV ray degradation, staining, algae, and fungal growth. It hasn't been Energy Star approved just yet, but is expected to qualify in the near future.

I'd say this is a product to seriously consider when re-roofing your home, especially here in Arizona!
